Felix Emmanuel Florencio Golez IV
As our Chief Innovative Finance Officer, Felix leads the design of high-impact financial mechanisms including outcome funds and guarantees to unlock sustainable development capital. With nearly two decades of experience, he specialises in bridging investor confidence with measurable social impact through fund management, resource mobilisation, and policy. Before joining INTDEV Connect, Felix spent 15 years with the Asian Development Bank managing large-scale, multi-sector projects across Asia, Eastern Europe, and fragile states. His extensive geographical expertise spans from the Caucasus and Afghanistan to Southeast Asia. He has also collaborated with the WHO’s Emergency Response in Ukraine and currently manages the ASEAN Secretariat’s Joint Programme on connectivity. Felix holds a BA in International Studies from De La Salle University-Manila and a postgraduate certifications in International Development from the University of Oxford. Based in the Philippines, Felix is dedicated to helping mission-driven partners leverage strategic finance for sustainable growth.

Tauseef Khan
Tauseef brings a wealth of expertise in technology, digital strategy, and operational innovation to INTDEV Connect as our Chief Technology Officer. With a strong background in AI, machine learning, software development, and agile product management, he has a proven track record of driving technical excellence and scalable solutions across industries. Previously, Tauseef has led software development at Amazon, advised start-ups on product and technical roadmaps at XFund, and led UI/UX revamps, Scrum-based development, and data-driven content optimisation for on-demand streaming platforms at Telenor. Tauseef holds an MBA and an MS in Engineering Sciences from Harvard University, specializing in machine learning and NLP, and a BSc in Computer Science-Economics from Brown University. Outside of work, Tauseef is a coffee connoisseur, a fitness enthusiast and enjoys hiking in the great outdoors.

Safeguarding Lead
Maria Aftab
With over a decade of specialised experience in child and adult safeguarding, PSEAH, gender, protection, and ethical programming, Maria has led safeguarding and accountability efforts across high-risk humanitarian and development contexts. She has served as Safeguarding, Ethics, and Gender Technical Lead in Pakistan, Ethiopia and Lebanon, and most recently as Head of Safeguarding for Save the Children in Afghanistan. Her work spans critical emergencies including the Pakistan floods, the Syrian refugee crisis, COVID-19, the Tigray conflict, and Afghanistan response, in collaboration with major donors and partners such as UNICEF, USAID, FCDO , ECHO, World bank and Save the Children. Maria has developed robust safeguarding mechanisms, strengthened institutional compliance, overseen Accountability to Affected Population (AAP) initiatives and led high-risk, complex investigations involving workplace harassment, PSEAH violations, and child/adult safeguarding issues. She holds a Master’s degree in Human Rights and Democratisation (MENA), with a focus on refugee and child safeguarding. Maria is fluent in English, Urdu and Kashmiri and outside of work, she enjoys traveling, reflective writing, and mentoring emerging safeguarding professionals.

Abdullah Khattak
Abdullah is a Strategic Data and Business Intelligence professional with several years of experience of turning data into actionable insights across insurance, tech, and energy sectors. As the Business Intelligence Lead at INTDEV Connect, he leverages analytics to drive strategic decisions, optimise reporting, and enable scalable impact for mission-driven initiatives. Previously at AXA EssentiALL, Abdullah streamlined global performance reporting, built data tools, and delivered insights that shaped inclusive insurance strategies across multiple regions. He holds an M.Sc. in Data Science from the Université Paris Cité and has extensive experience of working with cross-functional teams on complex, multi-country projects to identify growth opportunities and enhance client-centricity. Passionate about using data to create meaningful impact, Abdullah combines technical expertise with business strategy to deliver innovative solutions. When not at work, Abdullah enjoys mountain biking, traveling, and exploring diverse cultures.

Diversity, Equality & Inclusion Lead
Heba Abdelkader Kholif
Heba is an international specialist in disability inclusion, digital accessibility, and inclusive education. With over two decades of experience across the UN system and international organisations, she has led numerous initiatives promoting accessibility, inclusion, and equitable participation of persons with disabilities in humanitarian, educational, and digital contexts. Heba has worked with the IOM, UNDCO, UNDP, FAO, GIZ, and others, advising on disability-inclusive programming, developing accessibility toolkits, and delivering global training to UN staff and partners. Her expertise spans digital accessibility (WCAG 2.2), inclusive HR, physical accessibility assessments, and accessible learning design. Heba holds a Master’s degree in Education from the University of Birmingham with distinction. She is also an occupational therapist, a Chevening Award social impact laureate, and a passionate advocate for inclusive policy and practice. Beyond her work, Heba co-founded Donitna Association for the Blind in Alexandria, where she continues to promote early intervention and assistive technology for children with multiple disabilities.
